About the service
The Unified Notification system (SMS notifications) is a single centralised service for prompt, transparent and reliable exchange of information between citizens and state bodies by SMS.
Technical characteristics
- SMS server — a clustered platform that stays stable under heavy load;
- Storage — separate infrastructure for holding messages and service data reliably;
- A hardware and software complex — a dedicated database for receiving and processing SMS-format data;
- A sending platform — delivering messages to recipients through the mobile operators;
- A queue server and network infrastructure — for speed and for distributing load across channels and equipment.
Legal basis: Presidential Decree No. PP-4699 of 28 April 2020.
Purpose
- to create a single, centralised notification mechanism;
- to help citizens meet their civic obligations on time;
- to make dealings with state bodies more effective and transparent;
- to inform citizens, and foreign nationals abroad, promptly;
- to enter and process notification content automatically in the notifications database;
- to ensure delivery and to monitor delivery status technically;
- to make communication between state bodies and citizens more open and effective.
Scale: more than 1,000 notification services and 22 alpha names (sender names).
Services
- SMS reminders and notifications — automatic messages to citizens about events, deadlines and obligations.
- Sending by matching PINFL to a phone number — accurate delivery based on the operators' own records.
- Checking that a PINFL matches a subscriber's number, through the operators' databases.

There is no limit on integrating client systems for sending SMS through the API.
Core capabilities: sending messages to subscribers, and retrieving delivery status.
