Examination of information systems and software products.

About the service

Cabinet of Ministers Resolution No. 444 of 16 July 2020 assigned the task of developing and introducing a unified register of the digital government's information systems and resources.

To implement it, the Unified Register of Information Systems and Resources was built, allowing state bodies to account for and manage their systems centrally.

The register covers the systems of ministries, state committees, agencies, departments, local authorities and companies with a state share of 50% or more.

It accounts for systems, databases and software, and identifies projects that duplicate what already exists — which is how the register prevents the same functionality being built twice.

What the register does

  • Registering and accounting for information systems, databases and software;
  • Organising the examination of digital-government project documentation;
  • Overseeing the examination;
  • Monitoring the state of each examination;
  • Monitoring the applications received;
  • Accounting for the systems and databases that have passed;
  • Verifying the authenticity of conclusions and notices issued;
  • Organising cooperation between the parties carrying out a project and those initiating it;
  • Keeping initiators informed of progress;
  • Monitoring the delivery of digital-government projects;
  • Post-delivery monitoring of completed projects.

Conditions for examination

The Centre examines the technical specification on a contractual basis, where the following are met:

  1. Compliance with the laws of Uzbekistan;
  2. Consistency with the project concept;
  3. Use of the unified identifiers of Digital Uzbekistan;
  4. Mechanisms for searching, collecting, processing and storing the information needed;
  5. The ability to generate open data sets;
  6. The ability to integrate with the interagency platform so services can be delivered on a one-stop-shop basis;
  7. Scope to extend the existing systems, databases, resources and software later, through modernisation and new components;
  8. Scope for other organisational and technical measures within the digital government and digital economy.
